The project, which is located in the north of England, has had to overcome objections from the Ministry of Defence who have said the project interferes with radar.
The issue was resolved last year when the wind industry agreed to help fund the acquisition of a £20 million radar system.
Five wind farms, with a total capacity of 3GW, have been held up by the problem.
The Humber Gateway announcement was made by energy minister Charles Hendry.
